Jeffrey F. Kagan is a partner in the Los Angeles office of Winget, Spadafora & Schwartzberg, LLP. Mr. Kagan litigates securities matters, general liability and professional malpractice claims brought in California State and Federal Courts. Mr. Kagan focuses his current practice on the defense of construction design professionals, including architects, engineers as well as defending insurance brokers and attorneys in claims of professional malpractice.

Mr. Kagan's experience includes public entity representation in complex disputes involving public works projects. He has handled high profile matters including litigation regarding construction of the Hollywood/Highland subway station and its impact on neighboring properties, such as the historic El Capitan movie theater. Mr. Kagan has litigated numerous property damage cases to verdict and has obtained defense verdicts each time. He has also had the opportunity to summarily dispose of catastrophic personal injury and property damage matters. Mr. Kagan has also represented the Los Angeles Unified School District in Judicial Counsel Coordinated Proceedings involving LAUSD's $26 billion bond construction program of both new and existing LAUSD facilities. Following a recent month-long trial, Mr. Kagan's client obtained a favorable verdict which resulted in settlement.

Mr. Kagan is particularly experienced in defending claims against attorneys, banks and broker dealers. In so doing, Mr. Kagan creatively and proactively develops litigation strategies which are designed to obtain the most favorable and cost effective results for his clients.

Mr. Kagan is admitted to practice before all courts in the state of California, the United States District Court, Central District of California and the United States Court of Appeals for the Ninth Circuit.

Mr. Kagan obtained his Juris Doctorate degree from Whittier Law School where he was a published member of the Whittier Law Review. In addition, Mr. Kagan was selected as Executive Justice for the Whittier Law School Moot Court Honors Board where he competed nationally and for which he received the American Jurisprudence award. Mr. Kagan received his B.A. and M.Ed from UCLA prior to attending law school.
